"Right Place, Right Time" is an acrobatic breakdance number performed by the Rockies/Hip Hoppers. It is their attempt to buoy up Rusty's spirits, in saying "Hey, shit happens."
Context
Rusty, having just lost the final race, been hurt and taunted by the other engines, and seen his beloved Pearl dragged away by Greaseball, wanders off away from the racing. He comes across the Rockies (Hoppers), who offer him support in a uniquely pessimistic way. They show him that, even if you're in peak physical form, you still end up losing if you don't have luck on your side.
The original context for this number is rooted in the pun on "boxers" / "Box cars", and the play on "Rocky" the movie. The lyrics refer to boxing fights ("lucky punch", "look out for your face"). The choreography was based on boxing fight moves. There is also the athletic breakdancing skating element that makes this a spectacular number.
History
The US Tour in 2003 replaced the Rockies with the Hip Hoppers. (The UK Tours followed suite, as did Germany in 2007, although the 2018 revisions reverted to the Rockies.)
With this change to the Hip Hoppers, most of the boxing references in the choreography were removed. The breakdancing element of the Hip Hop reference could hardly be increased from the already world-class level of the Rockies, so this resulted in a more static, arguably less exciting version of the number.
The 2018 revisions substantially change the feel of the song, slowing the tempo from 134BPM to 108BPM – a decrease of 21%.
